income tax both from the point of view of equity of incidence and of effectiveness in application, and say that while it will no doubt be preferred to allow the present Machinery to get established before attempting any wholesale revision, he would strongly urge that further consideration should be given at as early a date as may be practicable to the substitution of a full fledged income tax if there is any of the general public being convinced by experience that that course would he preferable.
I suggest this because information received privately from Hong Kong rather indicates that some of the former opponents of income tax are now beginning to see that they have, in fact, got something worse.
